  1. Objective: SGRY is a wage employment scheme that aims to provide supplementary wage employment along with food security to rural poor through creation of durable community, social and economic infrastructure in the rural areas.
  2. Wages:
    • Every worker seeking employment under the SGRY will be provided minimum 5 kgs of food grains (in kind) per manday as part of wages. The balance of wages will be paid in cash so that they are assured minimum wages notified by the states/Uts anywhere between BPL and APL rate.
    • Equal wages are to be paid to man and women. Wage shall be paid on a fixed day in a week in presence of Chairperson or Members of Village Panchayats.
  3. Implementing agencies: The programme is implemented by all the three tiers of Panchayati Raj institutions. Each level of Panchayat is an independent unit for formulation of Action Plan and executing the scheme. The resources were distributed among District Panchayat, Intermediate Panchayats and the Gram Panchayats in the ratio of 20:30:50
  4. Selection of works Planning and Execution:
    • All Panchayats should prepare their Annual Action Plan by the end of February of the preceding financial year. It should get approved by the Gram Sabha in case of District and intermediate Panchayats.
    • Such plan should be equivalent in value of about 125 percent of its share allocated in the preceding year. Works including the Annual Action Plan should be need based and properly priotised, which can be completed with in a year.
    • Upto 2% of the respective share of funds can be spent by the District and Intermediate Panchayat on contingency for strengthening of monitoring and coordination. However, village Panchayats may spend on this account upto 7.5 % of annual allocation or Rs. 7500/-whichever is less.
    • District Panchayats may spend upto Rs. 1 lakh per Year for training/ capacity building of officials and representatives of Panchayats.
  5. Special Provisions for weaker Sections:
    • 22.5% of the funds at District and block level are utilized for individual beneficiary schemes such as development of land, irrigation facilities, and infrastructure for self-employment opportunities for SC/ST families living below the poverty line. 50% of funds at the village level are utilized for need-based infrastructure in SC and ST habitations.
    • 30% of the employment opportunities are reserved for womens.
  6. Ban on Contractors and labour displacing Machine: Contractor and labour displacing machine are banned under the programme.
  7. Maintenance of Muster Rolls:
    • A separate muster roll shall be maintained for each work in which name of worker, his or her parentage, address, age sex, number of days of work done and payment made in cash and food grains shall be given.
    • The signature and thumb impression of the worker will be taken and certified by the person making payment.
    • Copy of the muster roll on nominal payment should be made available to any number of the public requesting for a copy.
    • Copy of the muster roll shall also be placed before the Gram Sabha.
  8. Monitoring, Public Participation and transparency:
    • In order to encourage public participation and to ensure transparency, the Ministry of Rural development has made a provision for constitution of a Monitoring Committee of the villagers of the area consisting of 5 to 9 members for every work to monitor the progress and quality of work.
    • The members should be nominated from amongst the social workers, retired civil, defense or private sector officer/other retired employee, well-educated persons and should include a woman and SC/ST representative
    • As soon as a work is sanctioned, the local member of the work sanctioning Panchayat where the work has been sanctioned shall call a local of the local beneficiaries, i.e. the members of the Gram Sabha of the locality/village who are the beneficiaries of the work and the convener of the Monitoring Committee and the member would be selected by the beneficiaries in the meeting.
    • The work sanctioning authority shall depute a representative to be present in the meeting and record the proceedings.
    • No work should be started unless Monitoring Committee has been constituted.
    • The Monitoring Committee should be appraised about the funds and food grains sanctioned for the work, estimated cost, scope of work in simple terms, wages admissible, quality parameters in simple terms and the role of the committee.
    • The final report of the Committee will form part of completion record and also placed before Gram Sabha of the Gram Panchayat where work has been executed and also before the general body of the Intermediate/ District Panchayat if the work has been sanctioned by it.
    • The Implementing Agency should display prominently at the work site- name of the scheme, implementing agency, sanctioned amount, time frame and expenditure incurred.
    • At least 10% of the works must be inspected by District level offers and 2% by state level officers.
